Megan Cooper is a life-long Joliet resident and proud product of Joliet Central High School and Joliet Junior College. She is a proactive community leader with a strong background in civic engagement and grassroots organizing. This has earned her a reputation for her ability to identify local challenges and promote practical, people-centered solutions. 

As a member of the East and Southeast Regional Alliance, she works with members, other neighborhood groups, and civic leaders to promote equity and responsive local governance. Megan is known for taking initiative—she doesn’t wait for problems to escalate. Instead, she listens deeply, engages directly with community members, and acts quickly to create positive change. 

Driven by a belief that lasting impact starts at the local level, Megan leads with integrity, and a deep connection to the township and city she calls home. Her work continues to build trust, strengthen community ties, and inspire others to get involved.

Megan Cooper ha vivido toda su vida en Joliet y estudió en Joliet Central High School y Joliet Junior College. Meet the Trustees: Betty Washington

Betty Washington, Trustee, Joliet Township Government 

Betty Washington was sworn in as a Trustee for Joliet Township Government in May 2025. She brings a strong background in leadership, community service, and education to her role. Betty enjoyed a 30-year career with AT&T, beginning when it was known as Illinois Bell. She retired in 2002 as a Planning and Budget Manager. Following her retirement, she continued serving her community as a substitute teacher in District 86 and District 204. 

Betty currently serves as Secretary and Treasurer of the Silver Cross Healthy Community Commission. She is also a former Joliet Junior College Trustee and has served on the Board of Directors at Mt. Zion Baptist Church. She holds a Bachelor of Science in Organizational Management from the University of St. Francis, as well as a Master’s in Training and Development with a concentration in adult learners from the same institution. In addition, she earned a certificate in Community Development and Leadership from Harvard Divinity School. 

She is the past president of the NAACP Joliet Branch and has been widely recognized for her community involvement. Her honors include awards from Omega Psi Phi Fraternity, the National Hook-Up of Black Women, NAACP, the Coalition of Black Trade Unionists, Lebanon District Churches, and the Star Citizen Award from School District 86. Betty also actively volunteers at Fairmont School District 89, mentoring and working with 6th through 8th grade students. 

Betty is known for her strong organizational skills and her passion for working with people. Her mission as a Trustee is to serve Joliet Township residents in whatever capacity is needed. She is especially passionate about youth development and violence prevention. 

Outside of her work, Betty enjoys traveling, spending time with her children, grandchildren, and great-grandchildren, and participating in activities with her church community.

Meet the Trustees: Archie Gavin

Archie Gavin, Trustee, Joliet Township Government 

Archie Gavin was sworn in as a Trustee of Joliet Township Government in May 2025. He is a lifelong resident of Joliet and a proud product of the Joliet public school system, having attended Union School and Joliet East High School. 

Archie brings 49 years of experience in the electrical wholesaling industry, where he built a reputation as a practical problem-solver and skilled mediator who helps others find common ground. He is deeply passionate about mentoring youth and is committed to educating young people about the civic process and how government works. 

His dedication to public service includes nearly a decade of experience in township government, having previously served as Township Collector and Trustee. Archie is passionate about staying connected with residents and helping keep neighborhoods informed about important community matters. 

He volunteers with the National Hook-Up of Black Women, an organization led by his wife, Bettye Gavin. Bettye is a former Joliet City Council member, a nurse by profession, and the former director of the Forest Park Neighborhood Community Center. 

In his free time, Archie enjoys golfing and spending time with his wife, children, grandchildren, and great-grandchildren.

Meet the Trustees: Andrea Bibian

Andrea Bibian, Trustee, Joliet Township Government  

Andrea Bibian was sworn in as a Trustee of Joliet Township Government in May 2025. She brings a strong background in community advocacy, with a focus on youth engagement, bilingual accessibility, and connecting residents to public resources.  

Andrea currently works as a Community Navigator for Warehouse Workers for Justice, where she helps working families access vital services and supports labor and community rights. She has also been involved in political organizing and regularly volunteers at community events.  

A graduate of Joliet Central High School, Andrea is continuing her education at Joliet Junior College and plans to transfer to Lewis University to pursue a bachelor’s degree in Business Management, with minors in Political Science and Spanish. She also holds a certificate as a Public Notary and was an active member of Líderes Hispanos de Hoy (LHH) throughout all four years of high school.  

 As a bilingual speaker, she is committed to improving outreach to Spanish-speaking residents. Andrea is also passionate about creating more opportunities for local youth and families, especially during the summer months, through programs, festivals, and community events.   

Outside of her work, Andrea enjoys spending time with her parents, other family members, and friends, as well as her dogs. She likes being outdoors, going to the gym, and taking time to relax by watching shows and movies. She believes in maintaining balance through self-care and staying connected with her community. Andrea is proud to serve her community and remains committed to open, inclusive local government.

Andrea Bibian juró su cargo como Fideicomisaria del Municipio de Joliet en mayo del 2025. Ella tiene mucha experiencia en la abogacía de la comunidad, enfocándose en la participación de los jóvenes, el acceso bilingüe, y la conexión de los residentes a los recursos públicos.

Graduada de Joliet Central High School, Andrea sigue estudiando en Joliet Junior College y planea transferirse a la Universidad Lewis para obtener una licenciatura en Administración de Empresas, con especialización en Ciencias Políticas y Español. También tiene un certificado como notaria pública y fue miembro activo de Líderes Hispanos de Hoy (LHH) durante los cuatro años de la escuela preparatoria.  

Al ser bilingüe, se ha comprometido a mejorar la comunicación con los residentes hispanohablantes. Andrea también está interesada en crear más oportunidades para los jóvenes y las familias locales, especialmente durante los meses de verano, a través de programas, festivales y eventos comunitarios.    

Aparte de su trabajo, a Andrea le gusta pasar tiempo con sus padres, otros familiares y amigos, así como con sus perros. Le gusta estar al aire libre, ir al gimnasio y tomarse tiempo para relajarse viendo series y películas. Cree en mantener el equilibrio a través del cuidado personal y permanecer conectada con su comunidad. Andrea siente orgullo de servir a su comunidad y sigue comprometida con un gobierno local transparente e inclusivo. 

 

 

Meet the Trustees: Quinn Adamowski

Quinn Adamowski, Trustee, Joliet Township Government   

Quinn Adamowski was sworn in as a Trustee of Joliet Township Government in May 2025. A lifelong advocate for culture, education, and community development, Quinn is especially passionate about leveraging the arts and cultural and historic resources to revitalize communities and enhance quality of life. 

He currently serves as the Regional Advocacy Manager for Landmarks Illinois, the statewide nonprofit dedicated to historic preservation. In this role, he provides technical assistance, guidance, and advocacy support to communities across Illinois working to preserve their significant historic and cultural assets in the built environment. 

Prior to this, Quinn dedicated 15 years in education, serving as a principal, associate principal, and alternative education administrator. He worked closely with at-risk youth and partnered with social service agencies to support students’ academic and personal development. His background also includes civic organizing roles, including Census Engagement Coordinator for the City of Joliet and Campaign Petition Coordinator for State Representative Larry Walsh Jr. 

Quinn holds a Bachelor of Arts in Democracy and Social Justice from Knox College and has earned three master’s degrees: an M.Ed. in Educational Leadership from Olivet Nazarene University, an M.Ed. in Secondary Education from the University of St. Francis, and an M.A. in Community and Economic Development from Western Illinois University. He is currently pursuing further graduate studies at the University of Illinois Chicago. 

Among his many recognitions are the Joliet Area Young Professional of the Year Award and the Herald-News Everyday Hero Award, both presented in 2018. He is especially proud of leading efforts to stabilize and reuse the Old Joliet Prison, helping to establish the City of Joliet Arts Commission, and working to ensure safe and affordable rental housing in the city. 

Quinn’s strengths lie in leadership, organizing, creativity, and connecting people. As Trustee, his mission is to build on the Township’s legacy by forging new partnerships, identifying additional funding sources, and expanding services. He is also committed to increasing access to the arts, culture, and recreation for all Township residents. 

He currently holds leadership and board roles with numerous organizations, including: 

  • President, Board of Directors – Joliet Area Historical Museum 
  • President, Board of Directors – Illinois Route 66 Scenic Byway 
  • Chairperson – City of Joliet Board of Fire and Police Commissioners 
  • Past Chairperson – City of Joliet Historic Preservation Commission 
  • Member – Arts Leadership Council, Arts Alliance Illinois 
  • Member – Greater Joliet Area YMCA Board of Directors 
  • Member – Joliet Grade Schools Foundation Board 

His past service includes roles with the City of Joliet Arts Commission, Joliet Public Schools District 86 Board, Cathedral Area Preservation Association, Art Movement Inc., Will County Take Back the Night Committee, Project Acclaim, the Hispanic Latino Coalition, and many more. 

He remains deeply engaged in civic and nonprofit leadership, contributing his expertise and passion to initiatives that uplift communities through preservation, the arts, and meaningful collaboration. 

Quinn Adamowski, Fideicomisario, Municipio de Joliet 

Todo un defensor de la cultura, la educación y el desarrollo comunitario, a Quinn le apasiona especialmente utilizar las artes y los recursos culturales e históricos para revitalizar las comunidades y mejorar la calidad de vida. 

Actualmente es Director Regional de Defensa de Landmarks Illinois, una organización estatal sin fines de lucro dedicada a la conservación histórica. En este puesto, ofrece asistencia técnica, orientación y apoyo a las comunidades de Illinois que trabajan para preservar su importante legado histórico y cultural en el entorno construido. 

Antes de esto, Quinn dedicó 15 años a la educación, ejerciendo como director, director asociado y administrador de educación alternativa. Trabajó con jóvenes en situaciones de riesgo y colaboró con agencias de servicios sociales para apoyar el desarrollo académico y personal de los alumnos. Su experiencia incluye también trabajos cívicos, como coordinador de participación en el censo de la ciudad de Joliet y coordinador de peticiones de campaña para el representante estatal Larry Walsh Jr. 

Quinn tiene una licenciatura en Democracia y Justicia Social de la Universidad de Knox y ha obtenido tres maestrías: una maestría en Liderazgo Educativo de la Universidad Nazarena de Olivet, una maestría en Educación Secundaria de la Universidad de St. Francis, y una maestría en Desarrollo Comunitario y Económico de la Universidad Western Illinois. A message from Clerk Kendra Landfair – June 4, 2025

Dear Joliet Township Residents, 

I am honored to begin my four-year term as Clerk for Joliet Township Government. In this role, I maintain township records, prepare meeting and election notices, and help ensure transparency in how local government operates. My office also provides voter registration and notary services, and I serve as the Local Election Official for township elections. 

Before stepping into public service, I spent seven years working in the nonprofit sector, supporting our community through roles at Will County Problem-Solving Courts, Warehouse Workers for Justice, the University of St. Francis, and Guardian Angel Community Services. I am a Licensed Clinical Social Worker with a Master of Social Work from Aurora University, and I hold a bachelor’s degree in Sociology from Kent State University. 

I come to this role with a background in helping others and working to make systems easier to navigate. My focus is on making public records and elections clear, accurate, and accessible for everyone. 

Outside of work, I enjoy reading with my book club, curating fashion and interior design, and spending time with my loved ones. 

It is a privilege to serve alongside our Supervisor, Trustees, staff, and community partners. I look forward to working together in service to our residents.

A Message from Supervisor Cesar Guerrero 

Dear Joliet Township residents and neighbors, 

Thank you for the opportunity to serve as your Township Supervisor. As a lifelong resident here in Joliet, it means so much to me to give back to the community that helped shape who I am today. I care deeply about our neighborhoods, families, and the programs that support us all. 

You may wonder, what exactly does a Township Supervisor do? As the executive office of the township, I oversee important services like General Assistance, Animal Control, Transportation, and Community Violence Intervention. I also serve on the Township Board together with our trustees to manage the public funds that keep these services running for you. 

Before becoming Supervisor in May 2025, I worked hard to support working families, immigrant communities, and youth through local organizations. I served on the Joliet City Council and helped start a 501 (c) (6) nonprofit to promote and expand small businesses in underserved areas. These experiences shape my commitment to improving life for every Joliet Township resident. 

My goal is to build on the strong foundation already here, together with the expertise of our township staff. We will expand programs for seniors, youth, and families, and ensure these services are accessible through a robust transportation program. We are committed to continued efforts for violence prevention and mental health support. We will also keep our community centers welcoming and open to everyone. 

We want to keep you informed and involved. That means sharing clear information about meetings and decisions and inviting you to share your thoughts through town halls and conversations. Together, we can shape a township that works for all of us. 

I look forward to working alongside our Clerk, Trustees, staff, and residents to strengthen Joliet Township and serve you the best we can.

Un mensaje del Supervisor César Guerrero 

Estimados residentes y vecinos del municipio de Joliet, 

Gracias por la oportunidad de servir como su Supervisor Municipal. Como residente de toda la vida de Joliet, es un honor poder contribuir a la comunidad que me ha ayudado formar mi carácter. Valoro profundamente nuestros vecindarios, las familias y los programas que nos apoyan a todos. 

Tal vez se pregunten: ¿Qué es lo que hace un Supervisor Municipal? Estoy a cargo de la oficina ejecutiva del municipio, que provee servicios importantes como Asistencia General, Control de Animales, Transporte y la Intervención Comunitaria contra la Violencia. También sirvo en la Mesa Directiva del Municipio junto con nuestros fideicomisarios para administrar los fondos públicos que mantienen a estos servicios para ustedes. 

Antes de asumir este cargo en mayo de 2025, trabajé duro para apoyar a las familias trabajadoras, las comunidades inmigrantes y a la juventud a través de organizaciones locales. Serví en el Consejo de la Ciudad de Joliet y ayudé a iniciar una organización sin fines de lucro 501 (c) (6) para fomentar y expandir las pequeñas empresas en áreas menos atendidas. Estas experiencias han influido mucho en mi dedicación a mejorar la vida de todos los residentes del municipio de Joliet. 

Mi meta es fortalecer los programas actuales, junto con el asesoramiento de nuestro personal. Ampliaremos los programas para los adultos mayores, los jóvenes y las familias, y nos aseguraremos de que estos servicios sean accesibles a través de un programa de transporte confiable. Seguimos comprometidos a prevenir la violencia y apoyar servicios a favor de la salud mental. También mantendremos nuestros centros comunitarios abiertos y disponibles a todos. 

Queremos mantenerlos informados e involucrados. Eso significa compartir información clara sobre las reuniones y decisiones e invitarlos a compartir sus opiniones a través de foros comunitarios y conversaciones. Juntos, podemos formar un municipio que funcione para todos nosotros. 

Espero con entusiasmo trabajar junto a nuestra Secretaria, los Fideicomisarios, el personal y los residentes para fortalecer el Municipio de Joliet y servirle de la mejor manera posible.
