Joliet Township Proclaims Domestic Violence Awareness Month 2025

At the October 14, 2025 Board Meeting, the Joliet Township Government Board unanimously passed a proclamation recognizing Domestic Violence Awareness Month, observed annually in October. This proclamation encourages all residents to stand with survivors, honor the lives lost, and work together toward a future free of domestic violence.

The full text of the proclamation is as follows:

Proclamation: Domestic Violence Awareness Month 2025 

WHEREAS, Domestic Violence Awareness Month is observed in October as an opportunity to raise awareness, uplift the voices and stories of survivors, connect communities with resources, educate leaders and policymakers, and recommit ourselves to prevention and the support of those impacted; and

WHEREAS, domestic violence, also referred to as intimate partner violence, encompasses abusive behaviors used by one partner to gain or maintain power and control over another; and

WHEREAS, domestic violence affects people of all ages, socio-economic statuses, sexual orientations, gender identities, races, religions, and nationalities, and its consequences include physical injury, psychological trauma, fear, and even death, as well as long-term intergenerational harm; and

WHEREAS, although progress has been made, domestic violence remains a widespread and urgent systemic issue that is rooted in the oppression and dehumanization of others and the perpetuation of, but not limited to, harmful social norms & attitudes, lack of accountability for offenders, and inadequate funding of social service programs; and

WHEREAS, national studies show that over one in three women and one in four men in the United States experience rape, physical violence, and/or stalking by an intimate partner in their lifetime, while millions of children are exposed to domestic violence each year, resulting in lasting effects on their safety, development, and well-being; and

WHEREAS, Joliet Township Government recognizes the importance of supporting survivors and honoring the work of local and national organizations, advocates, and community leaders who provide life-saving services, raise awareness, and work toward prevention and justice; and

WHEREAS, building a truly safe community free from domestic violence is the collective responsibility that requires the commitment of every individual, family, community, and system;

NOW THEREFORE BE RESOLVED that the Board of Joliet Township Government hereby proclaims October 2025 as Domestic Violence Awareness Month in Joliet Township, and encourages all residents to stand with survivors, honor the lives lost, and work together toward a future free of domestic violence.

CONSIDERANDO que el Mes de Concientización sobre la Violencia Doméstica se observa en octubre como una oportunidad para crear conciencia, escuchar y compartir las historias de las sobrevivientes, conectar a las comunidades con recursos, educar a líderes y funcionarios, y renovar nuestro compromiso con la prevención y el apoyo a quienes han sido afectados; y

CONSIDERANDO que la violencia doméstica, también conocida como violencia entre parejas, incluye comportamientos abusivos usados por una persona para obtener o mantener poder y control sobre otra; y

CONSIDERANDO que la violencia doméstica afecta a personas de todas las edades, niveles económicos, orientaciones sexuales, identidades de género, razas, religiones y nacionalidades, y sus consecuencias pueden incluir lesiones físicas, trauma psicológico, miedo e incluso la muerte, además de causar daño a largo plazo a las familias; y

CONSIDERANDO que aunque se han logrado avances, la violencia doméstica sigue siendo un problema grave y común que tiene sus raíces en la opresión, la deshumanización y la falta de responsabilidad, además de actitudes y normas sociales dañinas, y la falta de recursos suficientes para los programas de servicios sociales; y

CONSIDERANDO que estudios nacionales muestran que más de una de cada tres mujeres y uno de cada cuatro hombres en los Estados Unidos sufren violación, violencia física o acoso por parte de una pareja íntima durante su vida, mientras que millones de niños están expuestos cada año a la violencia doméstica, lo cual afecta su seguridad, desarrollo y bienestar; y

CONSIDERANDO que el Municipio de Joliet reconoce la importancia de apoyar a las sobrevivientes y de honrar el trabajo de las organizaciones, defensoras y líderes comunitarios que brindan servicios vitales, crean conciencia y trabajan por la prevención y la justicia; y

CONSIDERANDO que construir una comunidad verdaderamente segura y libre de violencia doméstica es una responsabilidad compartida que requiere el compromiso de cada persona, familia, comunidad y sistema;

POR LO TANTO, SE RESUELVE que la Mesa Directiva del Municipio de Joliet declara oficialmente octubre de 2025 como el Mes de Concientización sobre la Violencia Doméstica en el Municipio de Joliet, e invita a todas las personas residentes a apoyar a los sobrevivientes, honrar las vidas perdidas y trabajar juntas por un futuro libre de violencia doméstica.

Joliet Township Proclaims International Day of Peace 2025

At the September 9, 2025 Board Meeting, the Joliet Township Government Board unanimously passed a proclamation recognizing the International Day of Peace, observed worldwide on September 21. This proclamation reaffirms the Township’s commitment to promoting nonviolence, respect, and unity, while uplifting local and global efforts to build a culture of peace for future generations.

The full text of the proclamation is as follows:

Proclamation: International Day of Peace 2025

WHEREAS, the International Day of Peace is observed around the world each year on September 21 and was established in 1981 by the United Nations to designate the day as a period of non-violence and cease-fire; and

WHEREAS, this is a time of turbulence, tumult and uncertainty and we must speak up against violence, hate, discrimination, and inequality, practice respect, and embrace the diversity of our world; and

WHEREAS, ongoing humanitarian crises caused by violent conflicts in regions such as Palestine, Congo, Sudan, and Ukraine underscore the urgent need to uphold the principles of the International Day of Peace and to call for global nonviolence and cease-fire; and

WHEREAS, global crises impel everyone to work toward converting humanity’s noblest aspirations for world peace into the practical reality of a culture of peace for future generations; and

WHEREAS, the theme for 2025, “Act Now for a Peaceful World,” invites everyone to take concrete action to mobilize for peace, from peacekeepers on the front lines of conflict, to community members, to students in classrooms around the world; and

WHEREAS, all our efforts are connected. There are countless ways to act for peace, including sparking conversations, volunteering in your community, listening to voices different from your own, challenging discriminatory language, reporting bullying, and making conscious choices such as purchasing from socially conscious brands or donating to organizations that promote sustainability and human rights; and

WHEREAS, Joliet Township Government demonstrates its commitment to peace locally through preventative measures such as general assistance services, transportation services, behavioral health services, and violence prevention community convening; among other programs;

NOW THEREFORE BE RESOLVED that the Board of Joliet Township Government, hereby proclaims September 21, 2025, as the International Day of Peace in Joliet Township.

Joliet Township Proclaims Hispanic Heritage Month 2025

At the September 9, 2025 Board Meeting, the Joliet Township Government Board unanimously passed a proclamation recognizing Hispanic Heritage Month, observed from September 15 through October 15, 2025. This proclamation affirms the Township’s ongoing commitment to honoring the rich cultural diversity of its residents and celebrating the significant contributions of  Hispanic Americans in our community and across the nation.

The full text of the proclamation is as follows:

Proclamation: Hispanic Heritage Month 2025

WHEREAS, a significant percentage of Joliet Township residents identify as Hispanic, Latino, Latina, Latine, or of Latin American descent; and

WHEREAS, the term Latino refers to individuals with ancestry from Latin American countries and the term Hispanic refers to individuals with ancestry from Spanish-speaking countries, including Spain. Both identities encompass people of diverse racial backgrounds, including Black/African, Asian, and Indigenous communities, as well as intersectional identities such as members of Queer communities. Latinx and Latine are gender-neutral or non-binary terms for people of Latin American descent; and

WHEREAS, Hispanic Heritage Month is observed nationally from September 15 to October 15, beginning with the anniversary of independence for Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua, followed by Mexico on September 16, Chile on September 18, and Belize on September 21; and

WHEREAS, this month celebrates the histories, cultures, and contributions of people whose ancestors came from Spain, Mexico, the Caribbean, Central America, and South America; and

WHEREAS, Hispanic and Latino leaders, movements and advocates have created a more equitable society with legacies including but not limited to the work of Dolores Huerta and Cesar Chavez in the Farmworker Rights Movement, the organizing of the Brown Berets and the Young Lords, and the groundbreaking achievements of Sonia Sotomayor as the first Hispanic Supreme Court Justice; and

WHEREAS, present-day Hispanic and Latine leaders, innovators, and community members continue to shape our society through contributions in education, public service, business, science, the arts, and civic engagement, carrying forward a legacy of resilience and leadership that strengthens Joliet Township and the nation; and

NOW THEREFORE BE RESOLVED that the Board of Joliet Township Government, hereby proclaims September 15 through October 15, 2025, as Hispanic Heritage Month in Joliet Township.

Ambas identidades abarcan personas de diversos orígenes raciales, incluyendo comunidades afrodescendientes, asiáticas e indígenas, así como identidades interseccionales como miembros de comunidades queer. Latinx y latine son términos de género neutro o no binario para referirse a personas de ascendencia latinoamericana; y

A message from Clerk Kendra Landfair – June 4, 2025

Dear Joliet Township Residents, 

I am honored to begin my four-year term as Clerk for Joliet Township Government. In this role, I maintain township records, prepare meeting and election notices, and help ensure transparency in how local government operates. My office also provides voter registration and notary services, and I serve as the Local Election Official for township elections. 

Before stepping into public service, I spent seven years working in the nonprofit sector, supporting our community through roles at Will County Problem-Solving Courts, Warehouse Workers for Justice, the University of St. Francis, and Guardian Angel Community Services. I am a Licensed Clinical Social Worker with a Master of Social Work from Aurora University, and I hold a bachelor’s degree in Sociology from Kent State University. 

I come to this role with a background in helping others and working to make systems easier to navigate. My focus is on making public records and elections clear, accurate, and accessible for everyone. 

Outside of work, I enjoy reading with my book club, curating fashion and interior design, and spending time with my loved ones. 

It is a privilege to serve alongside our Supervisor, Trustees, staff, and community partners. I look forward to working together in service to our residents.

Es un honor comenzar mi mandato de cuatro años como Secretaria del Municipio de Joliet. En este puesto, mantengo los registros del municipio, preparo avisos de reuniones y elecciones, y ayudo a asegurar que haya transparencia en cómo funciona el gobierno local. Mi oficina también ofrece servicios de registro de votantes y notarización, y soy la Funcionaria Electoral Local para las elecciones del municipio. 

Antes de dedicarme al servicio público, pasé siete años trabajando en organizaciones sin fines de lucro, apoyando a nuestra comunidad a través de puestos en Will County Problem-Solving Courts, Warehouse Workers for Justice, la Universidad de St. Francis, y Guardian Angel Community Services. Soy una trabajadora social clínica licenciada con una maestría en Trabajo Social de la Universidad de Aurora, y tengo una licenciatura en Sociología de la Universidad Estatal de Kent. 

Tengo experiencia en ayudar a los demás y en trabajar para que los sistemas sean más fáciles de entender y utilizar. Mi prioridad es asegurar que los registros públicos y las elecciones sean claros, precisos y accesibles para todos. 

Fuera del trabajo, me gusta leer con mi club de lectura, explorar la moda y el diseño de interiores, y pasar tiempo con mis seres queridos. 

Es un privilegio servir junto a nuestro Supervisor, fideicomisarios, personal municipal y socios de la comunidad. Espero con entusiasmo poder trabajar juntos al servicio de nuestros residentes.

Hispanic Heritage Spotlight 2024: Estefany Bonilla

JOLIET, IL – October 2, 2024. We are proud to celebrate Estefany Bonilla, Joliet Township’s newly sworn-in Township Clerk. Estefany officially took on her new role during the Board Meeting on September 10, 2024.

Born in California and raised in Joliet, Estefany has made our community her lifelong home. A graduate of Joliet Township High Schools and the Art Institute of Chicago, she brings creativity, leadership, and a strong commitment to service to everything she does.

Estefany first joined us as Deputy Clerk in 2023, where she excelled in preparing bids, organizing agendas, and coordinating town hall meetings. She also served as a FOIA officer, notary, and deputy registrar, while even assisting with webpage management.

Bonilla said, “As a Latina in local government, I carry the strength of my heritage and the hope of my community that every step forward isn’t just for me, but for those who come next. Together, we rise by lifting each other.”

Former Deputy Clerk Estefany Bonilla Sworn in as Joliet Township Clerk

Estefany Bonilla, who previously served as Joliet Township Government’s Deputy Clerk, was officially sworn in as the new Township Clerk during the Board Meeting on September 10, 2024. This position became available following Alicia Morales’s transition from Joliet Township Clerk to Joliet Township Supervisor on July 16, 2024. When the Clerk role was vacated, community members were invited to apply, and Estefany Bonilla was then selected by Supervisor Morales and the Township Trustees after interviewing several candidates. 

Estefany was first sworn in as Deputy Clerk in the fall of 2023. In this role, she was instrumental in preparing bids, organizing board meeting agendas and minutes, coordinating the annual town hall meeting, and serving as a FOIA officer, notary and deputy registrar. She also took on additional duties by assisting with webpage management. Her extensive skill set and experience in these areas has well-prepared her for her new role as Township Clerk. 

Supervisor Alicia Morales stated, “Estefany’s dedication and technical skills have already made a significant impact on our township’s operations. I am excited to see how she will continue to enhance our records management and voter registration processes in her new role.” 

A lifelong Joliet resident, Estefany was born in California but moved to Joliet as a young child, making it her home. She is a proud graduate of Joliet Township High Schools, where she was actively involved in JROTC for all four years. Estefany credits the program for instilling her with self-discipline, leadership skills, and a commitment to community service. “The JROTC program changed my life for the better,” she shared. “Special thanks to Colonel White for instilling these values in me.” 

Estefany earned her Bachelor of Fine Arts, with honors, from the Art Institute of Chicago in 2018. Since then, she has worked as a freelance graphic designer, supporting small businesses and nonprofit organizations with brand-building and content creation. Her work reflects her creativity, attention to detail, and ability to collaborate effectively. 

“I’m deeply grateful for the opportunity to serve the community where I grew up and continue to call home,” Estefany said. “I will work diligently to preserve the township’s history and ensure the accuracy of our records for the future.” 

Outside of her clerk duties, Estefany enjoys reading best-sellers and spending time with her family, including her nephews, nieces, and her dog, Susuki. She invites the community to greet her at upcoming board meetings, community events, or at the Joliet Township Government office.

Alicia Morales Appointed as First Latina Supervisor of Joliet Township Government

Joliet, IL – July 16, 2024 – The Joliet Township Board of Trustees is proud to announce the appointment of Alicia Morales as the first Latina Supervisor of Joliet Township Government, effective July 16, 2024. Alicia Morales brings a wealth of experience, leadership, and dedication to her new role, marking a historic milestone in our community’s governance. 

Morales is a lifelong resident of Joliet and Will County, deeply rooted in our community’s fabric. She holds a degree from Joliet Junior College and an MBA from the University of St. Francis. Morales’s commitment to education and community service is evident through her career as a licensed bilingual teacher and her current role as Vice Chairwoman of the Joliet Junior College Board of Trustees. 

In addition to her contributions in education, Alicia Morales is an accomplished entrepreneur, having founded her own Allstate Insurance agency in 2020, where she assists clients in protecting their investments. 

Alicia Morales had been serving as Joliet Township Government Clerk since 2021. During her tenure as Clerk of Joliet Township, Joliet Township Government has expanded through numerous initiatives that have significantly enhanced our community. Key accomplishments include: 

  • Expansion of programs and services 
  • Community Violence Intervention (CVI) initiatives 
  • CVI Council 
  • CVI Services: Victim Advocacy, Case Management & Outreach 
  • CVI Behavioral Health and wrap-around services 
  • Transportation Department that offers rides to senior residents, residents with disabilities, and for partner agency clients.

  • Acquisition of Ozzie & Peggy Mitchell Center (formerly Peter Claver Center) in 2022 
  • Acquisition of Forest Park Community Center in 2024 

These were accomplished through additional funding awarded through state and federal grants over the last two years totaling $3,783,190, not through increasing taxes on local taxpayers. 

Morales said, “I am excited to continue the work that this administration has started. The foundation of all our programs has been established. I’m ready to see them through with our team to fruition in serving our Township residents.”
