Freedom of Information Act (FOIA) Requests

Our commitment.

Joliet Township is committed to transparency and to providing timely public access to government records in accordance with the Illinois Freedom of Information Act (5 ILCS 140/1 et seq.).

Our goal is to ensure that residents, organizations, and members of the public can easily understand how to request records and know what information Joliet Township maintains.

How to Submit a FOIA Request

All requests must be in writing and should clearly describe the records being requested. The Township does not accept oral FOIA requests.

Requests should contain the requester’s name, address, daytime telephone number, and email address so the Township can contact the requester if there are any questions. Requests must also specify whether the records are requested for a commercial purpose and whether the requester is seeking a fee waiver. If any records are to be certified, this must be indicated in the request.

Office Hours: Monday through Friday, 8:30 AM to 12:00 PM and 1:00 PM to 4:00 PM (excluding holidays).

The Township is responsible only for responding to FOIA requests that are actually received and is not responsible for transmission or delivery errors.

Joliet Township DOES maintain records related to Township government operations and services. These may include, but are not limited to:

  • Township Board agendas, minutes, and resolutions

  • Township ordinances

  • Board meeting packets and supporting documents

  • Oaths of office

  • Updated elected official roster

  • General correspondence of Township officials (non-exempt)

  • Grass & Weed Cutting Liens
  • Annual budgets and levy documents

  • Annual financial reports

  • Annual Township and Road District audits

  • Accounts payable and receivable records

  • Vendor invoices & payment information

  • Grant applications, award letters, and expenditure records

  • Employee name, title, start date, salary/wage

  • Job descriptions

  • Personnel policies

  • Organizational structure charts

  • Service contracts

  • Leases, insurance documents, procurement records

Please provide a clear description of the records you are seeking. Include as much detail as possible, including dates, times, etc.
(5 ILCS 140.3.1(c) "It is a violation of this Act for a person to knowingly obtain a public record for a commercial purpose without disclosing that it is for a commercial purpose, if requested to do so by the public body.")
(Requestor must state the specific purpose for the request and indicate that a waiver or reduction of the fee is in the public interest because the principal purpose of the request is to access and disseminate information regarding the health, safety and welfare or the legal rights of the general public and is not for the principal purpose of personal or commercial benefit. 5 ILCS 140/6)
Response Timelines

Requested information will be produced within five (5) business days (twenty-one business days for commercial requests) as allowed by law. In rare cases, you will be notified in writing if an extension is needed. Some information may be denied; this notification will also be in writing along with information regarding the appeal process.

Records Maintained by Joliet Township

Joliet Township maintains records related to Township government operations and services, including but not limited to Administrative and Governance Records, Financial and Budget Records, Human Resources Records, Contracts and Agreements, Assessor's Office Records, Road District Records, and Public Communications.

Records NOT Maintained by Joliet Township

Police Records or Reports: This includes arrest reports, police reports, criminal history, investigative files, and traffic crash reports. For records within the City of Joliet, contact the Joliet Police Department. For records outside City of Joliet limits but within Joliet Township, contact the Will County Sheriff's Office.

Water Bills or Municipal Records: Contact the City of Joliet or the applicable municipality.

Court Records: Contact the Will County Circuit Clerk.

Fees

Pursuant to the Freedom of Information Act, Joliet Township charges the following fees:

  • Black and white copies (letter or legal size): No fee for the first 50 pages; $0.15 for each additional page
  • Color copies: Actual cost
  • Oversized copies (larger than letter or legal): Actual cost
  • Electronic records: Cost of recording medium
  • Certification: $1.00 per record

Fee Waiver: Fees may be waived or reduced if the principal purpose of the request is to access and disseminate information regarding the health, safety, welfare, or legal rights of the general public and is not for personal or commercial benefit. To request a waiver, state the specific purpose of your request.

Joliet Township FOIA Officers

All requests under the Illinois Freedom of Information Act must be reviewed by Joliet Township’s designated Freedom of Information Officers. Responses to records requests will be made within the time period allotted under the Illinois Freedom of Information Act.
