Holiday Ham Giveaway

Joliet Township Government and Holsten Human Capital Development will distribute 50 Holiday Hams to support families in our community.
The giveaway will take place on Thursday, December 18 at noon at the Louise Ray Center (formerly the Forest Park Community Center), 1017 Woodruff Rd, Joliet, IL 60432.
Hams will be available while supplies last, with one ham per family, first come, first served.

Joliet Township Proclaims Universal Human Rights Month 2025

At the December 9, 2025 Board Meeting, the Joliet Township Government Board unanimously passed a proclamation recognizing December as Universal Human Rights Month 2025. This proclamation marks the anniversary of the adoption of the Universal Declaration of Human Rights (UDHR), a historic commitment by the global community to uphold the dignity and rights of every human being.

The full text of the proclamation is as follows:

“Proclamation: Universal Human Rights Month 2025

WHEREAS, Universal Human Rights Month, observed each December, marks the anniversary of the adoption of the Universal Declaration of Human Rights (UDHR), a historic commitment by the global community to uphold the dignity and rights of every human being; and

WHEREAS, adopted on December 10, 1948, by the United Nations General Assembly, the UDHR established for the first time an international framework affirming that all people are entitled to fundamental rights and freedoms, regardless of identity, background, or circumstance; and

WHEREAS, the UDHR continues to serve as a foundational statement of universal rights and freedoms, informing international principles, guiding human rights protections, and offering a framework for dignity and equality for all people; and

WHEREAS, many of these fundamental rights correspond with protections in the U.S. Constitution, including: freedoms of speech, religion, assembly, and petition protected by the First Amendment; guarantees of due process and equal protection under the law protected by the Fifth and Fourteenth Amendments; and the prohibition of slavery and involuntary servitude protected by the Thirteenth Amendment; and

WHEREAS, the Declaration’s principles remind us that protecting human rights requires active participation at global, national, and local levels and that fairness, dignity, and equal opportunity must be upheld in our institutions, neighborhoods, and daily lives; and

WHEREAS, Universal Human Rights Month encourages all people to reflect on these shared values and to work toward a world where each person can live freely, safely, and with their rights fully respected; and

WHEREAS, Joliet Township Government affirms its commitment to advancing fairness, inclusivity, and equitable treatment for all who live, work, and contribute to the community;

NOW, THEREFORE, BE IT RESOLVED that the Board of Joliet Township Government hereby proclaims December 2025 as Universal Human Rights Month in Joliet Township and encourages residents to recognize the importance of human rights in our community and in society at large, and to support efforts that promote dignity, equality, and justice for all.

ADOPTED this 9th day of December of 2025.”

Joliet Township Proclaims International Day of Solidarity with the Palestinian People 2025

At the November 18, 2025 Board Meeting, the Joliet Township Government Board unanimously passed a proclamation recognizing November 29 as the International Day of Solidarity with the Palestinian People. This proclamation acknowledges the ongoing efforts toward peace, justice, and the realization of the rights of the Palestinian people, as well as reflects on our shared responsibility to uphold human dignity and hustice everywhere.

The full text of the proclamation is as follows:

“Proclamation: International Day of Solidarity with the Palestinian People 2025

WHEREAS, the United Nations General Assembly, through resolution 32/40 B of 1977, established November 29 as the International Day of Solidarity with the Palestinian People to acknowledge the ongoing efforts toward peace, justice, and the realization of the rights of the Palestinian people; and

WHEREAS, this date also marks the anniversary of the General Assembly’s adoption of resolution 181 (II) in 1947, which addressed the future governance of Palestine, and serves as an annual reminder of the need to advance peace and justice in accordance with international law; and

WHEREAS, the observance of this day highlights the continuing humanitarian challenges faced by Palestinians and reaffirms the global commitment to human dignity, equality, and the pursuit of lasting peace; and

WHEREAS, communities around the world are encouraged to reflect on the importance of compassion, solidarity, and shared responsibility in supporting those affected by displacement and conflict; and

WHEREAS, Joliet Township Government values human rights and the pursuit of peace for all peoples, and joins the international community in recognizing the Palestinian people’s enduring strength, resilience, and hope for a just and secure future;

NOW, THEREFORE, BE IT RESOLVED that the Board of Joliet Township Government hereby proclaims November 29, 2025, as International Day of Solidarity with the Palestinian People in Joliet Township, and encourages residents to learn more about this observance and to reflect on our shared responsibility to uphold human dignity and justice everywhere.

Joliet Township Proclaims Transgender Day of Remembrance 2025

At the November 18, 2025 Board Meeting, the Joliet Township Government Board unanimously passed a proclamation recognizing November 20 as Transgender Day of Remembrance. This proclamation honors the memory of those whose lives were lost to anti-transgender violence, and to reaffirm our collective commitment to dignity, safety, and respect for all people.

The full text of the proclamation is as follows:

“Proclamation: Transgender Day of Remembrance 2025

WHEREAS, Transgender Day of Remembrance is observed annually on November 20 to honor the memory of those whose lives were lost to anti-transgender violence, and to reaffirm our collective commitment to dignity, safety, and respect for all people; and

WHEREAS, this observance was founded in 1999 by advocate Gwendolyn Ann Smith in remembrance of Rita Hester, a Black transgender woman whose 1998 murder in Boston inspired a movement to raise awareness about violence faced by transgender and gender-expansive people worldwide; and

WHEREAS, the term transgender refers to people whose gender identity or expression differs from the sex they were assigned at birth, encompassing a diverse community that has existed across cultures and throughout history; and

WHEREAS, transgender and gender-expansive individuals continue to face alarming levels of violence, discrimination, and exclusion, particularly impacting transgender women of color who experience intersecting forms of racism, sexism, and transphobia; and

WHEREAS, recent years have seen increased public discussion and debate surrounding the rights and recognition of transgender people, with many facing barriers to healthcare, public participation, and safety in their daily lives; and

WHEREAS, despite these challenges, the transgender community continues to demonstrate extraordinary courage, resilience, and leadership, contributing immeasurably to our workplaces, schools, families, and neighborhoods; and

WHEREAS, allyship begins with listening, learning, and treating every person with respect, such as using people’s chosen names and pronouns, challenging misinformation, and supporting inclusive policies that protect the rights and well-being of all; and

WHEREAS, Joliet Township Government recognizes the importance of visibility, education, and compassion in creating a community where everyone can live authentically and without fear;

NOW, THEREFORE, BE IT RESOLVED that the Board of Joliet Township Government hereby proclaims November 20, 2025, as Transgender Day of Remembrance in Joliet Township, and encourages all residents to honor the lives lost, support those who continue to face discrimination, and commit to building a community rooted in understanding, compassion, and equal opportunity for all.

Joliet Township Proclaims Disability Pride Month

At the July 8, 2025, Board Meeting, the Joliet Township Government Board unanimously passed a proclamation recognizing Disability Pride Month, observed throughout the month of July. This proclamation reflects the Township’s ongoing commitment to promoting inclusion, acceptance, and the recognition of disability as a natural part of human diversity. It also honors the achievements, contributions, and resilience of individuals with disabilities in our community and beyond.

The full text of the proclamation is as follows:

“Proclamation: Disability Pride Month 2025

WHEREAS, July is Disability Pride Month, a time to celebrate the achievements, contributions, and resilience of individuals with disabilities, and to promote inclusion, acceptance, and understanding of disability as a natural part of human diversity; and

WHEREAS, people with disabilities make up a significant and valuable portion of our communities, and their unique perspectives, talents, and experiences enrich our society and contribute to our collective progress; and

WHEREAS, Disability Pride Month provides an opportunity to recognize and honor the accomplishments of individuals with disabilities in various fields, including education, employment, arts, sports, science, and advocacy; and

WHEREAS, Joliet Township Government acknowledges the barriers and challenges faced by individuals with disabilities, including societal attitudes, built and architectural barriers, lack of accessibility, discrimination, and unequal opportunities; and

WHEREAS, it is essential to promote a society that embraces disability as an integral and valued part of human diversity, where all individuals are treated with dignity, respect, and equality, and where barriers to participation and inclusion are eliminated; and

WHEREAS, we appreciate the efforts of disability rights activists, organizations, and advocates who work tirelessly to advance the rights, independence, and well-being of individuals with disabilities, and to create a more inclusive and accessible world for all.

NOW THEREFORE BE RESOLVED that the Board of Joliet Township Government, hereby proclaims July 2025 as Disability Pride Month in Joliet Township.

Meet the Trustees: Betty Washington

Betty Washington, Trustee, Joliet Township Government 

Betty Washington was sworn in as a Trustee for Joliet Township Government in May 2025. She brings a strong background in leadership, community service, and education to her role. Betty enjoyed a 30-year career with AT&T, beginning when it was known as Illinois Bell. She retired in 2002 as a Planning and Budget Manager. Following her retirement, she continued serving her community as a substitute teacher in District 86 and District 204. 

Betty currently serves as Secretary and Treasurer of the Silver Cross Healthy Community Commission. She is also a former Joliet Junior College Trustee and has served on the Board of Directors at Mt. Zion Baptist Church. She holds a Bachelor of Science in Organizational Management from the University of St. Francis, as well as a Master’s in Training and Development with a concentration in adult learners from the same institution. In addition, she earned a certificate in Community Development and Leadership from Harvard Divinity School. 

She is the past president of the NAACP Joliet Branch and has been widely recognized for her community involvement. Her honors include awards from Omega Psi Phi Fraternity, the National Hook-Up of Black Women, NAACP, the Coalition of Black Trade Unionists, Lebanon District Churches, and the Star Citizen Award from School District 86. Betty also actively volunteers at Fairmont School District 89, mentoring and working with 6th through 8th grade students. 

Betty is known for her strong organizational skills and her passion for working with people. Her mission as a Trustee is to serve Joliet Township residents in whatever capacity is needed. She is especially passionate about youth development and violence prevention. 

Outside of her work, Betty enjoys traveling, spending time with her children, grandchildren, and great-grandchildren, and participating in activities with her church community.

Betty Washington juró su cargo como Fideicomisaria del Municipio de Joliet en mayo del 2025. Betty tiene mucha experiencia en liderazgo, servicio a la comunidad y educación. Trabajó 30 años en AT&T (antes llamada Illinois Bell) y se retiró en 2002 como gerente de planificación y presupuesto. Después de jubilarse, fue maestra suplente en los distritos escolares 86 y 204. 

Actualmente, Betty es Secretaria y Tesorera de la Silver Cross Healthy Community Commission. También fue Miembro de la Junta Directiva de Joliet Junior College y ha sido parte de la junta directiva de Mt. Zion Baptist Church. Fue presidenta de la NAACP Joliet Branch y ha sido reconocida por varias organizaciones, incluyendo Omega Psi Phi Fraternity, National Hook-Up of Black Women, NAACP, Coalition of Black Trade Unionists, Lebanon District Churches, y recibió el premio Star Citizen Award de District 86. También es voluntaria activa en Fairmont School District 89, donde apoya y guía a estudiantes de 6.º a 8.º grado. 

Betty es conocida por su talento para la organización y su pasión por ayudar a las personas. Como Fideicomisaria del Municipio de Joliet, su misión es servir a los residentes del municipio en lo que necesiten. Le importa mucho el desarrollo de la juventud y la prevención de la violencia. 

Fuera del trabajo, a Betty le gusta viajar, convivir con sus hijos, nietos y bisnietos, y participar en actividades de su comunidad religiosa. 

Meet the Trustees: Archie Gavin

Archie Gavin, Trustee, Joliet Township Government 

Archie Gavin was sworn in as a Trustee of Joliet Township Government in May 2025. He is a lifelong resident of Joliet and a proud product of the Joliet public school system, having attended Union School and Joliet East High School. 

Archie brings 49 years of experience in the electrical wholesaling industry, where he built a reputation as a practical problem-solver and skilled mediator who helps others find common ground. He is deeply passionate about mentoring youth and is committed to educating young people about the civic process and how government works. 

His dedication to public service includes nearly a decade of experience in township government, having previously served as Township Collector and Trustee. Archie is passionate about staying connected with residents and helping keep neighborhoods informed about important community matters. 

He volunteers with the National Hook-Up of Black Women, an organization led by his wife, Bettye Gavin. Bettye is a former Joliet City Council member, a nurse by profession, and the former director of the Forest Park Neighborhood Community Center. 

In his free time, Archie enjoys golfing and spending time with his wife, children, grandchildren, and great-grandchildren. 

Archie Gavin, Fideicomisario, Municipio de Joliet 

Archie Gavin juró su cargo como Fideicomisario del Municipio de Joliet en mayo del 2025. Archie ha vivido toda su vida en Joliet y estudió en las escuelas públicas de la ciudad, incluyendo las escuelas Union School y Joliet East High School. 

Tiene 49 años de experiencia en ventas eléctricas al por mayor, donde se destacó por resolver problemas y ayudar a otros a encontrar acuerdos. Le apasiona guiar a los jóvenes y enseñarles cómo funciona el gobierno. 

Ha servido casi diez años en el gobierno del municipio, incluyendo cargos como Recaudador Municipal y Fideicomisario. Le importa mantenerse en contacto con los vecinos y mantenerlos informados sobre lo que pasa en la comunidad. 

Es voluntario en National Hook-Up of Black Women, organización que dirige su esposa, Bettye Gavin, exconcejal de Joliet, enfermera y exdirectora del Centro Comunitario de Forest Park. 

En su tiempo libre, disfruta jugar golf y pasar tiempo con su esposa, hijos, nietos y bisnietos. 

Meet the Trustees: Andrea Bibian

Andrea Bibian, Trustee, Joliet Township Government  

Andrea Bibian was sworn in as a Trustee of Joliet Township Government in May 2025. She brings a strong background in community advocacy, with a focus on youth engagement, bilingual accessibility, and connecting residents to public resources.  

Andrea currently works as a Community Navigator for Warehouse Workers for Justice, where she helps working families access vital services and supports labor and community rights. She has also been involved in political organizing and regularly volunteers at community events.  

A graduate of Joliet Central High School, Andrea is continuing her education at Joliet Junior College and plans to transfer to Lewis University to pursue a bachelor’s degree in Business Management, with minors in Political Science and Spanish. She also holds a certificate as a Public Notary and was an active member of Líderes Hispanos de Hoy (LHH) throughout all four years of high school.  

 As a bilingual speaker, she is committed to improving outreach to Spanish-speaking residents. Andrea is also passionate about creating more opportunities for local youth and families, especially during the summer months, through programs, festivals, and community events.   

Outside of her work, Andrea enjoys spending time with her parents, other family members, and friends, as well as her dogs. She likes being outdoors, going to the gym, and taking time to relax by watching shows and movies. She believes in maintaining balance through self-care and staying connected with her community. Andrea is proud to serve her community and remains committed to open, inclusive local government.

Andrea Bibian, Fideicomisaria, Municipio de Joliet 

Andrea Bibian juró su cargo como Fideicomisaria del Municipio de Joliet en mayo del 2025. Ella tiene mucha experiencia en la abogacía de la comunidad, enfocándose en la participación de los jóvenes, el acceso bilingüe, y la conexión de los residentes a los recursos públicos. 

Andrea trabaja como Navegadora Comunitaria para Warehouse Workers for Justice, donde ayuda a las familias trabajadoras a acceder a servicios esenciales y apoya los derechos laborales y comunitarios. También ha participado en la organización política y es voluntaria en eventos comunitarios. 

Graduada de Joliet Central High School, Andrea sigue estudiando en Joliet Junior College y planea transferirse a la Universidad Lewis para obtener una licenciatura en Administración de Empresas, con especialización en Ciencias Políticas y Español. También tiene un certificado como notaria pública y fue miembro activo de Líderes Hispanos de Hoy (LHH) durante los cuatro años de la escuela preparatoria.  

Al ser bilingüe, se ha comprometido a mejorar la comunicación con los residentes hispanohablantes. Andrea también está interesada en crear más oportunidades para los jóvenes y las familias locales, especialmente durante los meses de verano, a través de programas, festivales y eventos comunitarios.    

Aparte de su trabajo, a Andrea le gusta pasar tiempo con sus padres, otros familiares y amigos, así como con sus perros. Le gusta estar al aire libre, ir al gimnasio y tomarse tiempo para relajarse viendo series y películas. Cree en mantener el equilibrio a través del cuidado personal y permanecer conectada con su comunidad. Andrea siente orgullo de servir a su comunidad y sigue comprometida con un gobierno local transparente e inclusivo.
